One of the stereotypes of the extremely (violently) mentally ill, along with the padded cell, straight jacket, etc. is that they must be kept away from sharp objects to prevent them harming themselves and others. A popular case in point being, scissors. Al here has not only smashed his truck, but has broken down the fence... and provided scissors. Enough scissors that every crazy in the place can have a pair, or two.

It’s not actually as dangerous as them all having knives, but knives aren’t the item that someone according to stereotype might accidentally let the crazies have. It’s funny because the extreme cautions against scissors/ “sharp objects” make it *as if* this is the worst possible thing that could happen.

“Don’t feed the ducks.” “Don’t leave the parking brake off on a hill.” “Don’t let crazies have sharp objects, especially scissors.” The lure and romance of the forbidden.
